Cigarette Tax Passes House

House Bill 5, the $1-a-pack tax increase on cigarettes passed the Texas House today, 82-57. Once the Journal’s out, I’ll break down the votes.
The bill was waylayed after Rep. Garnet Coleman raised a timely and appropriate point of order about the bond package included in the bill last week. Charles Kuffner has a great statement from Rep. Coleman on that and his vote on the bill here.
Before giving final approval to the bill an amendment by Rep. Chisum to substitute a 65-cent increase for that dollar increase failed 104-37.
Before approving the bill, the House voted 104-37 against an amendment to substitute a smaller per-pack increase of 65 cents.
