Spending Limits & The Tax Bills

The Center for Public Policy Priorities has up another Policy Page (.pdf) which explains how a little-known state restriction on state budgeting (the constitutional spending limit) will affect the tax plans voted on in the special session.
The spending limit limits the amount avaliable for spending in the current biennium. The new Policy Page explains the constitutional cap and the proposed dedication and the restrictions they would impose on the current special session and on future state budgets.
