GOP Reply Brief In DeLay Appeal

The Republican Party of Texas/Benkiser defendants have filed their final reply brief in Texas Democratic Party v. Benkiser before the Fifth Circuit. I’ll do some analysis in a while, but in the meantime, here’s the brief.
