Jell-O Shot Regulations

Please tell me Texas is the only state in the Union in which “Jell-O Shot” Laws are actually on the books:
The New Braunfels City Council on Monday approved an anti-littering rule that targets “Jell-O shots” on local rivers despite some residents’ complaints that the ordinance will be ineffective.
Although the ban is actually on “small fluid containers” (is that not ambiguous?), it’s designed to target Jell-O Shots.
I stand amazed…
