Why Are Texas 529 Plan Ads Running NOW?

I saw an ad on television last night talking about a “Texas 529 College Savings Plan.”
And, what came on the screen at the end? Why, the name of our Comptroller, “Carole Keeton Strayhorn.”
Isn’t this a convienent time to be running ads—paid for with state dollars, I presume—to boost her name recognition in light of plummeting poll numbers?
