CD 28: Cuellar Likely Winner

Capitol Annex will predict Henry Cuellar (D-Laredo) as the “Likely Winner” in Congressional District 28, and predict he’ll avoid a runoff. He’s at nearly 68 percent with Enriquez at 21 percent with 12.71 percent of precincts in. The COnstitution party candidate has 11 percent.
