80th Legislature: West Files Bill To Alter Top 10 Percent Provision

The so-called “top 10 percent rule,” which has come under criticism from Republicans in recent years (as well as some collegate administrators), provides that all students who graduate in the top 10 percent of their high school classes receive automatic admission to Texas’ public colleges and universities.

Sen. Royce West (D-Dallas), has filed legislation to slightly alter the rule.

Under West’s SB 128, only those top-ten percenters who are on the top two tiers of the state’s approved graduation plans may gain automatic entry (the three tiers are “minimum,” “recommended” and “advanced:”

(2) the applicant completed the curriculum requirements established under Section 28.025 for the recommended or advanced high school program, or an equivalent curriculum at a high school to which that section does not apply…
