Is The Two-Thirds Rule Dead?

Although the speaker’s race and the debate on the rules in the House will be the most watched of the state’s two legislative chambers on Tuesday, there could be some drama in the Texas Senate as that chamber adopts its rules.
Among new Senators is Dan Patrick (R-Houston), who wants to see the “two-thirds rule” dumped. However, with Kirk Watson (D-Austin) and Carlos Uresti (D-San Antonio) now in the chamber, conventional wisdom would indicate that the Democrats’ ability to keep the rule—which requires two-thirds of the chamber to bring up a measure—intact.
