Point Of Order Ruling From Earlier

I don’t know about you, but I was fascinated by the “point of order” ruling read out on the floor of the House earlier today. The House Clerk’s office was kind enough to provide me with a copy when I asked for one, and I’m going to post it here. It was in WordPerfect format, but I converted it to .pdf for easier viewing pleasure.
