80th Legislature: Vote On HR 4 To Suspend Constitutional 60-Day Provision

HR 4, which would suspend the constitutional provision concerning considering only emergency legislation in the first 60 days, is being debated now.
Craddick very quickly brought the gavel down before any objections to the consideration of the legislation could be noted.
Speaker Pro Tem Turner (D-Houston) is speaking on behalf of the measure.
Coleman is asking why this is put in the constitution.
“What is the reason the people in the state of Texas believed filed but not heard in first 30 or 60 days?”
Turner: Filed in 1930…says it was to bring about consensus on bills with none. Reminds what happened in 1981.
Coleman: what was going on in 1981?
Turner: Wasn’t in lege then, says it was lack of consensus.
Coleman: Do you think lege and people may have thought public may have time to scruitinize bills?
Now Turner is talking about Reps getting taxpayer per diems and not voting on issues in the first 60 days.
