(UPDATED) 80th Legislature: What Happened To Modifying Truitt’s Blogger Libel Bill?

House Bill 129, the “Blogger Libel Bill” by State Rep. Vicki Truitt was read for the first time on the House floor today and referred to the House Committee on Civil Practices & Remedies.

I find this strange, bceause, in the December 6, 2006 edition of the Fort Worth Star-Telegram, Truitt said she had decided the bill was too broad and that she would narrow its scope:

After discussing the bill with the Star-Telegram, however, Truitt said she reread the bill and decided it was probably too broad. She said she would narrow its scope.

I wondered what had changed. So I emailed Rep. Truitt’s office to find out.

UPDATE: The reading and referral are evidently matters of routine. Now that it has been referred, a request for hearing will likely be made. If the bill is given a hearing, that’s the time to roll out a substitute. Truitt’s office has been working on a revision, and it may turn out that it is so different it has to be filed as a different bill because you can’t subsitute a bill for another bill when the substitue is substantially different.
