Giddings asks about if senate bills get to the senate first, are they senate bills, etc. Turner says yes.
Swinford just asked to extend time as it had expired. It wasn’t unanimous, so it failed.
Villarreal has an amendment. But, Dunnam has a point of order regarding suspending the rules, ie, when all necessary rules are suspended to take up resolutions, does that suspend that provision of the constitution.
Craddick says under strict interpretation, the answer is yes.
Dunnam says, “so we are doing that on a case by case basis every day, is that correct?”
Craddick says it is correct.
Dunnam asks if the 30 days is over Feb 7th. Craddick says yes.
Craddick says bills have to be brought directly out of calendars.
Dunnam asks if Calendars can bring a bill out to be set as soon as the house suspends the rules.
Craddick: you can bring a bill before the house but you have to bring it co calendars. Calendars can set a calendar but it is subject to a point of order.
Dunnam asks if you can suspend then?
Craddick says yes.
Dunnam asks if there is a provision preventing it from being suspended one bill at a time.
Craddicks says no.
Villarreal is up for his amendment. Notes we are a severely divided house, Dems only six seats away from changing minority status. Says way to move forward is to recognize that political reality, be honest it exists and change way we negotiate. Recognize that though minority party doesn’t have power of majority, it does have some power. Find compromise that recognizes that.
