80th Legislature: The Cap Has Been Busted

After much debate, the Texas House voted 95-50 to adopt SCR 20, the resolution to bust the Constitutional Spending Cap.

Before that, however, there were several important votes.

One of particular importance was a motion to table.

Rep. Craig Eiland made a motion to postpone consideration of SCR 20 until one hour after the budget (HB 1) passed on second reading. However, Rep. Warren Chisum (R-Pampa), moved to table this motion.
The motion to table passed, 79-68. Six Democrats crossed over and voted to table Eiland’s motion: Guillen, Pickett, Quintanilla, Ritter, Rose and Cook (Robby).
As was explored in debate on the floor moments ago, the sole purpose of SCR 20 is that it pays for property tax cuts. It ignores “human needs” like public education, healthcare and fully funding CHIP. Further, it is a reflection on the Republican leadership in the Legislature that their paramount priority is tax cuts.
