HB 2, 3rd Reading
Hochberg has proposed an amendment to clarify some language in HB 2 that, interpreted in conjunction with the Education Code at Section 42.2516, could result in additional general revenue money than needed within the grounds of what is appropriated by HB 2 and possibly lead to the tax rate being bought down more than one dollar.
Chisum actually said from the mic he had “no problem” with the tax rate being bought down more than a dollar.
This is really clean-up language to make HB 2 do what it is supposed to and not anything in excess.

Then, there was confusion over whether Chisum had moved to table. And, the motion to table passed 80-64! Was no one listening?
Now Coleman is up on HB 2.
Right now he’s going over “the numbers,” so to speak.
“Today, by this action, what we end up doing as a legislature is” to declare $1.25 billion to address other priorities as a result of HB 2.
“Whatever the priorities are, we’re only left with $1.25 billion per year to deal with them.”
Thompson has Hochberg’s exchange with Chisum and Coleman’s remarks be reduced to record and recorded in the journal.
Chisum has just told members how proud they can be about delivering $14 billion in tax cuts. Ha!
HB 2 passed: 138-8, one PNV.
