How about requiring passports before you can get back INTO the U.S.? Think the poooor have the $100+ it will cost to get a passport? If you happen to be hispanic and try to get back into the country after visiting Uncle Juan in Matamoros, ICE is going to require more than "yo soy un Americano" as proof.
