The other one got large, so we’re starting another one.
8:19: 90-56, the AMENDMENT ADOPTED, TEACHERS GET A PAY RAISE. I was wondering if that long delay was for Republicans to twist arms.
8:17: Noriega is finally able to close on the amendment and says it is the simple question of whether or not teachers should get a raise.
7:52: Eissler says he’s against. Dunnam starts with questions.
7:52: Dunnam raises a parlimentary inquiery to note it should be for or against.
7:51: Eissler is up to clarify what we’re talking about in terms of incentives. Clearly the delay was so Republicans could get their ducks in a row.
7:46 p.m.: Villarreal asks what is holding up the vote as a parlimentary inquirey.
CRADDICK: I wish I knew, Mr. Villarreal. (laughter)
7:41 p.m.: Closing on the Noriega Amendment
7:40: 65-82, MOTION TO TABLE FAILS!!!!!!!7:39: Vote underway on motion to table Noriega Amendment
7:33: Villarreal back up. Talking about a school that declined to accept the money because it would create friction among teachers. “This doesn’t seem like a very collaborative program. From what I understand, it was really forced on this community school. Is there anything that would prevent this program from being imposed on a school that doesn’t want it. Kolkhorst says you don’t have to accept the money.
7:32: Kolkhorst and Bonnen try to destroy the amendment by saying that if the money goes into the Permanent School Fund in the GAA, there is no guarantee for a teacher raise and that must be done by statute. May be true, but intent is everything on something like this, and the intent is in Noriega’s amendment….
7:30 p.m.: Kolkhorst is still up and they are talking about the incentive pay.
