Some CHIP Basics

This is some stuff to remember when thinking about the Harper-Brown Amendment from earlier:
The Basics:
•   Texas CHIP does not cover undocumented children.
•   Texas is required by federal law to include lawful permanent resident (legal immigrant) children in Texas CHIP AFTER their first 5 years in the U.S.
•   Coverage of lawful permanent resident (legal immigrant) children in Texas CHIP during their first 5 years in the U.S. has been a part of Texas CHIP since the program’s inception.
•   Legal Immigrant Kids in CHIP already have to provide their immigration documents to get CHIP.
•   All CHIP policies (premiums, asset test, etc.) for these children are identical to those for U.S. citizen children; the state simply tracks their expenses separately and draws no federal match for them if they are in their first 5 years in U.S..
Documentation Of Citizenship:
•   The overwhelming majority of CHIP applicants already provide a Texas birth certificate to establish eligibility.
•   The Inspector General of the U.S. Department of Health and Human Services reported in July 2005 that citizenship documentation fraud was not a problem in Medicaid, and that no change in documentation policies in CMS programs was called for.
