There were also 29 record votes on amendments, including motions to table.
We covered many of those last night. Here are some summaries of key amendments and how votes broke down on those. Note that, in bold in each of these, we have an explaination of what a particular type of vote (to table, not to approve, etc.) meant. This helps us understand the human cost of each vote.
Amendment 8 by Burnam. (Capitol Annex floor coverage here). Amendment 59 by Harper-Brown. (Capitol Annex coverage here). This is the amendment that would have dumped 16,000 kids off of Children’s Health Insurance. There is more on this one in our coverage. Martinez-Fisher proposed a “lipstick on a pig” amendment to try to improve the amendment if we had been unlucky enough for it to pass. His amendment was adopted. Dawnna Dukes gave an impassioned floor speech and moved to table. Harper-Brown wanted to withdraw, but Dukes, in a spectacular move, refused to withdraw her motion to table and forced the issue to a very lopsided vote. Still, you had some who actually voted against the motion to table. A vote against the motion to table was essentially a vote for knocking 16,000 kids off CHIP:

Amendment 73 by Coleman. This was a very important amendment with regard to harassment in public schools. It required TEA to report any discrimination or harassment of employees or teachers based on a variety of factors including race and sexual orientation in comprehensive annual reports. The amendment as a particularly important GLBT amendment because it included the “sexual orientation” clause. This also made it more controversial, although it passed.
