“For The Limited Purpose….”

The House is in session and is doing technical corrections right now. Craddick prefaces nearly every recognition with, “Mr. XXX is recognized for the limited purpose of…”
Moreno asked if every recognition today would be for “limited purpose.” Craddick said yes.





































Does that sort of recognition even exist? As far as I know, there’s no mention of limited recognition in the House rules, and it is a blatant violation of members’ floor rights in Mason’s (and pretty much every other document on parliamentary law in existence).
