As We Predicted, LBB Will Restore Community College Funds

Forgive us for being smug about the quality of our numerous tipsters, but once again, Capitol Annex was days ahead of the curve, since this was announced yesterday:
More than $150 million in vetoed funding will be restored to state community colleges under an agreement announced Tuesday by the governor, lieutenant governor and Texas House speaker.
The carefully crafted agreement strives not only to stave off increases in tuition and other charges, but also to save face for Gov. Rick Perry, who accused the colleges in his June veto message of falsifying their appropriations requests for employee health insurance.
The agreement also makes community colleges eligible to tap into a $100 million incentive fund, previously open only to four-year colleges, that is intended to reward schools for raising graduation rates and achieving other performance improvements. Such an approach to higher education funding was championed by Perry during this year’s legislative session.
