8:26: Obama mentions the need for a veteran’s hospital in the Rio Grande Valley (is that paper in front of him Barbara Radnofsky’s “Issue Chart” with more footnotes than a church organ? Talks about McCain and his failure to understand the economy. Taking another break. More ahead!

8:22 p.m. CLINTON: The purpose of the surge was to give the Iraqi government the space and time it needed to accomplish certain things. But, the fact is that the purpose of it has not been fulfilled. The Iraqi government has inched toward making a few decisions in a less than complete way and has not taken advantage of what the surge and the bloodshed associated with it. Says she wants a plan to withdraw troops within 60 days with a clear message to the Iraqis that they no longer have the blank check issued by President Bush.

8:21 p.m. More on Iraq.  Is Iraq better off today because of the surge?
