More Immigration, Voter ID Bills Filed

More immigration and voter identification measures top the list of bills filed Monday in anticipation of the start of the 81st Texas Legislature in January.

HB 404 by State Rep. Patricia Harless (R-Houston) is another bill designed to force local government entities to enforce federal immigration laws.

HB 416 by State Rep. David Leibowitz (D-San Antonio) would require that companies receiving money from the Texas Enterprise Fund use the federal E-Verify program to ensure that their employees are legal.

SB 362 by State Sen. Troy Fraser (R-Horseshoe Bay) is a voter identification bill similar to most we’ve seen filed so far this year and in previous sessions. SB 363, also by Fraser is another voter identification measure but relates to the requirements for documentation that must be provided to prove citizenship when registering to vote.

SB 368 by State Sen. John Carona (R-Dallas) would allow the Texas Department of Transportation to deny or revoke licenses to operate motor vehicle inspection stations if the owner of the facility or the certificate holder is convicted of a felony. I am unsure what has happened in the past few years to make this a legislative priority for TxDOT.

SJR 16 by Carona would create a constitutional amendment which would allow high-speed passenger rail from property taxes at the discretion of the legislature.
