Bill Would Open Primaries To Young People Who Will Be 18 By November Election

State Rep. Hubert Vo (D-Houston) has filed legislation to allow a person who will be 18 years old on the date of a general election to vote in the primary election in the same year.
The bill, HB 513, would add Texas to a growing list of states that have already passed similar measures. As happened in Connecticut last year, however, Texas voters would have to approve a constitutional amendment to allow the practice. (Vo has filed an HJR to facilitate that as well.)
Indiana, Kentucky, Maine, Maryland, Mississippi, Nebraska, North Carolina, Ohio, and Virginia have similar laws in place.
