Hopson Files Bill To Link ID Photos To Voter Registration Cards

State Rep. Chuck Hopson (D-Jacksonville) has filed legislation to link photographs taken by the Texas Department of Public Safety for driver’s licenses and state identification cards to voter registration certificates.

If passed, House Bill 2513 mandate that the Texas Secretary of State establish methods to obtain photographs of each registered voter for use on the voter’s voter registration card by entering into agreements with the Texas Department of Public Safety and other state agencies and governmental entities.

It would also alter the Texas Election Code to require that voters submit the voter registration card containing the photo of the voter, a driver’s license or other state ID with a photograph, or an affidavit as prescribed elsewhere in the election code to establish the identity of the voter.

While the bill appears to be a watered-down version of other voter identification measures filed in the hopes it can be used to forge a compromise on Voter ID legislation–which appears to be increasingly steamrollering toward passage–it remains unclear the effect that the legislation would have on other sections of the election code, such as those that allow alternate forms of ID to be presented to verify a voter’s identification.
