A bill by State Sen. Rodney Ellis (D-Houston) would require county clerks in Texas to assess $150 fee on all foreclosure filings by lenders in Texas.
Under SB 2214, counties would remit the funds collected to the Texas Comptroller of Public Accounts, and the money would be earmarked for civil legal aid programs for poor Texans.
