Texas Alliance For Life Opposes Sound Sex Ed, More On Budget Amendments

The Texas Alliance For Life sent an email to members of the Texas House today telling members that its group opposed a slew of progressive amendments including two related to funding medically accurate sex education.
Because of time constraints, we’re going to quote the email in its entirety. Look for more specific information on this in our full day of wrap-up coverage on Saturday.
RE: Amendments to C.S.S.B. 1
Dear Representative,
Here are our recommendations for pre-filed amendments to C.S.S.B. 1:
Article II
* p. 60 (Villarreal) — allows dispensing prescription drugs and consenting to medical treatment to 16- and 17- year old mothers without parental consent on page II-58 and page II-85. OPPOSE.
* p. 61 (Villarreal) – allows dispensing contraception to 16- and 17-year old parents without parental consent (B.1.3) on page II-58 OPPOSE.
* p. 62 (Chisum) – prioritizes entities that qualify for funding under DSHS Family Planning Services (B.1.3). SUPPORT.
* p. 75 (Hancock) – transfers $1,500,000 in funding from DSHS Family Planning Services (B.1.3) to HHSC Alternatives to Abortion (D.2.2) on page II-45. SUPPORT.
* p. 77 (Villarreal) – allows dispensing prescription drugs to 16- and 17-year old parents without parental consent. OPPOSE.
* p. 84 (Chisum) – increases funding for Umbilical Cord Blood Bank to promote adult stem cell treatments and research on page II-90. SUPPORT.
* p. 89 (Rodriguez) – HHSC performing audits on alternatives to abortion contractors. OPPOSE.
* p. 90 (Rodriquez) – establishes reporting requirements for alternatives to abortion contractors (D.2.2). OPPOSE.Article III
* p. 146 (Villarreal) – prohibition against “medically inaccurate instruction” regarding contraceptives. OPPOSE.
* p. 147 (Villarreal) – prohibition against “medically inaccurate instruction” regarding human sexuality. OPPOSE.Article IX
* p. 307 (Dunnam) – Prohibits funds for destruction of living fetal tissue for research. SEE COMMENT BELOW.
* p. 308 (Dunnam) – Prohibits funds for research which uses human embryos or material derived from a human embryo. SEE COMMENT BELOW.Amendments on p. 307, 308 are poorly written, and their effect is not clear. We encourage you to vote on these riders and amendments to these riders consistent with Texas Alliance for Life’s position:
Public funding should not be used for any research that harms or destroys a human embryo or fetus or any tissues or cells that have been obtained by harming or destroying a human embryo or fetus.
* p. 309 (Dunnam) – Prohibits funds for destruction of human embryos for research. SUPPORT introduced version; OPPOSE all weakening amendments.
Article XI
* p. 324 (Zerwas) – puts money into DSHS for FQHCs on page XI-3. SUPPORT.
* p. 334 (Villarreal) – puts money into HHSC, authorizing them to increase outreach and to maximize enrollment and continuous utilization by potentially eligible women in the Women’s Health Program on page XI-4. OPPOSE. (The Women’s Health Program has become a cash cow for Planned Parenthood’s program to promote abortion as a method of birth control. Further enrollment in the Women’s Health Program should not be encouraged until HHSC complies with Sec. 32.0248(h), Human Resources Code, which prohibits the department from contracting with entities that perform or promote elective abortions or are affiliates of entities that perform or promote elective abortions.)
